Can we do TD-DFT calcutions with Qbox??

Hi All,
My query is that I want to do TD-DFT (Time Dependent Density Functional Calculations). Can we do the same with Qbox. Secondly I want to provide time dependent velocity to the projectile charged particle in the Hexagonal ice structure to calculate the stopping power of ice. How can I do that. Please suggest me. Thank you in Advance.
